한국사회와 도서관계에 변화의 가속화가 요구되는 현 시점에서는 도서관경영을 보다 현실적 상황을 고려하여 운영하는 전략을 수립할 필요성이 있으며, 특성화사업을 통해 새로운 마케팅 기법을 적극적으로 도입할 필요가 있다. 수요를 창출하는 경영기법을 ‘마케팅’이라고 한다면 앞으로 수요가 확산될 서비스나 프로그램 중 하나가 영어독서와 영어도서관 설치에 대한 관심사라 할 수 있다. 이러한 현상을 최근 신문기사를 통해 개인, 기관 및 사교육기관 별로 정리 분석하였다. 분석결과 제시된 독서방식을 국내 도서관의 활성화 방안 중 하나로 적용하기 위하여 전통적인 자율독서프로그램을 국내 상황에 맞게 새롭게 분석, 전개하였다.
Abstract
The ideas of user oriented service wasn't a major issue in libraries in the past decade. However, from now on, our library visitors have choices in the book selection processes, and the library may not be the first choice for their information demands. Competitors such as museum, culture center, and even private reading academy are those who anticipate user demands and satisfy them before the librarians do. What may have been perceived as excellent service a few years ago is not acceptable today anymore in the library. This study reveals current situation of English library collection and their practice as a sound English learning tool for Korean students. The researcher introduces library Marketing Concept and Reading Programs as an effective management tool.

2013년, 500세대 이상의 공동주택단지에 작은도서관 설치를 의무화하는 규정 제정과 정부의 ‘생활 SOC 사업’에 따라 작은도서관이 지속적으로 확충되고 있다. 광명시의 경우, 2020년을 시민과 함께 권한을 나누는 ‘주민자치의 해’로 정하고, 이의 일환으로 생활문화공간을 대폭 확대한다고 공표하였다. 이처럼 사회 환경 및 이용자의 요구가 변화할 것으로 예측됨에 따라 광명시 작은도서관은 이에 대응하는 중장기계획 실천방안이 마련되어야 할 것으로 보인다. 따라서 본 연구에서는 변화하는 사회 환경 및 이용자의 요구에 대처하기 위한 작은도서관 활성화 정책방안을 제안하고자 하였다. 이를 위해 광명시 작은도서관 운영자를 대상으로 설문조사와 심층그룹인터뷰를 실시하였다. 연구 결과, 다음과 같은 정책을 제안하였다. 첫째, 운영제도 개선을 위해 지원제도 개선, 공공도서관의 협력체계 강화 및 공립 작은도서관의 역할 강화, 사립 작은도서관의 공공성 강화, 역량별 평가를 통한 차등 지원이 필요하다. 둘째, 작은도서관 운영 전문성 강화를 위해 순회사서 및 전문가 봉사자 활용, 상호대차를 통한 자료 공유, 임기제 협력사서, 권역별 작은도서관 협의회 활성화가 필요하다.
Abstract
Small libraries have continued to be extended since 2013 enactment of regulations requiring establishment of small libraries in multi family housing complex not less than 500 households and the ‘Living SOC Project’ of national government. Gwangmyeong city designated the year of 2020 as the ‘year of citizen autonomy’ sharing the authority with citizens and publicly announced its plan to rapidly extend the living and cultural spaces as a part of that extension. Likewise, as the social environment and the need of users are expected to change, it seems that the small libraries in Gyangmyeong City must prepare a plan for practicing a long and mid term practices in responding to that change. Thus, this Study tries to make a suggestion for a plan for the policy for revitalization of small libraries in order to handle those changing social environment and the need of users. For this, a survey and in-depth group interview were conducted for the operators of the small libraries in Gyangmyeong City. As a result of this Study, the following policies are suggested: first, improvement of support system for improving operational system, strengthening of cooperative system of public libraries, and strengthening of role of public small libraries , strengthening of public characters of private small libraties and differentiated support through evaluation based on abilities; and second, it is necessary for utilization of circulating librarians and professional volunteers, sharing of materials through mutual lending of books, associate librarians having term of office and revitalization of small library conference by regions.

본 연구를 위하여 공공도서관의 경영과 서비스에 영향을 미치는 대학 입시제도의 변화와 국내 사교육시장의 실태를 분석하였다. 분석결과 우리나라에서는 미국, 유럽 등 선진국에서는 사례를 찾아보기 어려운 다양한 경쟁적 요소가 도서관서비스 시장에 존재하고 있음이 밝혀졌다. 이들은 도서관 입장에서 보면, 소속된 지역과 업무현장에서 자연스럽게 경쟁관계가 성립되어 상호 조직의 발전이 제한될 수 밖에 없으며, 결국 도서관 마케팅 측면에서 새로운 관계 정립이 필요하다. 도서관의 ‘영어도서관프로그램’을 새로운 서비스 확장 사업으로써, 마케팅레버리지(marketing leverage)로 활용하여 도서관이 공공기관으로서의 단단한 입지와 도서관서비스 품질에 대한 만족도를 한층 더 높일 수 있도록 도서관 2곳을 선택하여 장서개발과 프로그램 운영 경험을 통해 모형을 고안, 제시하였다.
Abstract
The changes of university entrance system which is affecting public library management and services, and current situation of private education market were analyzed for this study. It was revealed that we have several competitive forces that determine library service justification in Korean service environment(market) which has not experienced in the developed countries. The elements of private education may drive competition in the book reading service industry. Such elements effectuate serious problems and discourage library service marketing to the user. For a sustainable competitive advantage, English language collection and reading program model was developed for library marketing strategies(as applying leverage).

무한창조공간을 도서관서비스와 결합시키는 것은 도서관 이용자의 삶의 변화에 영향을 미칠 수 있는 획기적인 아이디어라 생각된다. 도서관 무한창조공간은 이용자들이 세상을 다르게 볼 수 있게 하고 그들이 창조할 미래에 대한 새로운 가능성을 탐구하고 상상할 수 있는 기회를 줄 것이다. 이에 본 연구에서는 국내외 사례와 선행연구논문들을 집중적으로 분석하고 도서관 무한창조공간의 무한한 활용가능성을 제안했다. 도서관 무한창조공간을 위해 도출된 역할개념은 총 12가지로 사회소통공간으로서의 무한창조공간, 학습공간, 창조자원 공유공간, 관심주제탐색공간, 직업탐색 및 창업지원공간, 작가발굴 및 양성공간, 자가출판공간, 인큐베이터로서의 공간, 창조를 위한 협력공간, 창조를 위한 장비체험 및 활용공간, 이야기가 있는 스토리텔링공간, 전문가멘토링 및 컨설팅이 있는 공간 등이다. 하지만 여기에 그치지 않고 보다 많은 연구자들 및 관련자들이 보다 많은 아이디어를 가지고 보다 많은 활용가능성 및 역할을 제안해야 하며, 이를 통해 획기적인 개념의 도서관 역할모색을 통해 도서관의 발전과 확대를 가져올 수 있도록 해야 할 것이다.
Abstract
Combining makerspaces and library services is an innovative idea that could positively and radically change the library user experience. The Library Makerspace is able to offer users a different view of the world, and give them the opportunity to explore and imagine new possibilities which they can then create. Therefore, this study focused on analyzing real-world makerspace examples to create suggests for utilizing this trend. The roles and concepts of library makerspaces derived through this research are as follows: space for infinite creativity as social communication space, study areas, job searches, self-publishing, idea incubation, collaboration, equipment and utilization, storytelling, expert mentoring and consulting, and so on. The possibilities are endless, and allow for the development and expansion of the library.

본 연구는 국회도서관 자료보존관의 특성화 서비스로서 지방의회 정보서비스 운영방안을 제시하고자 하였다. 이를 위해 국내․외 주요 국가의회도서관, 지방자치단체 의회도서관, 사회과학분야 전문도서관 정보서비스 사례를 조사․분석하였다. 분석결과를 토대로 시사점을 도출하였으며, 최종적으로 지방의회 정보서비스 운영방안으로서 의정자료 공유체제 강화를 통한 자료제공 서비스, 지방의회 대상의 의회정보회답 서비스, 주제별 가이드 및 교육 프로그램 개발을 제안하였다.
Abstract
This study was intended to propose a plan for the operation of the local assembly information services as a service for the specialized service of the National Assembly Library’s depository library. To that end, the information services of the national assembly libraries, the local assembly libraries, and the social science libraries were investigated and analyzed. We drew the implications based on the results of the analysis and finally developed the operational strategies such as the strengthening the data sharing system for the local council, the assembly information reply service for local councils and the information literacy program for users.

사회가 발전하면서 자원봉사는 보편화되어 가고 있으며, 공공도서관 자원봉사도 양적, 질적 증가를 보이고 있다. 이에 본 논문은 공공도서관 자원봉사의 운영과 관리 실태를 분석하고 공공도서관 자원봉사의 활성화를 도모하기 위하여, 먼저 공공도서관 자원봉사에 대한 이론적 배경을 살펴본 후, 설문조사를 통하여 현재 우리나라 공공도서관 자원봉사의 운영과 관리 실태를 기획부문, 자원봉사자 관리부문, 행정부문으로 나누어 조사하고, 이를 바탕으로 공공도서관 자원봉사의 활성화 방안과 전망을 제시함으로써 도서관 자원봉사의 운영 및 관리에 대한 이해 증진에 일조함에 그 목적이 있다.
Abstract
As the volunteer activity has become universal, volunteers of public libraries have also grown both quantitatively and qualitatively. In this context, this study builds a theoretical background on the volunteer activity of public libraries; examines the volunteer activity management of public libraries using survey method including its planning, personal management and administration; and suggests some recommendations to promote the voluntary activity of public libraries. By so doing, this study aims at enhancing our understanding on the volunteer activity management of public libraries.

본 연구는 현재 다양한 형태로 시행되고 있는 국내 대학도서관 맞춤형 이용자 교육의 전반적인 운영 현황을 조사하고, 이를 토대로 해당 교육을 활성화하는데 필요요건과 장애요인을 파악하고자 하는 목적으로 실시되었다. 전국 4년제 대학 중앙도서관을 대상으로 전수조사하여 총 206개관의 웹사이트에서 맞춤형 교육의 전반적인 사항을 파악한 후, 설문지법을 통해 교육 운영 현황을 조사하였다. 연구결과, 설문에 응답한 총 149개관 가운데 94개관(63.1%)에서 맞춤형 교육을 운영하고 있었으며, 55개관(36.9%)에서는 해당 교육을 시행하지 않고 있었다. 국내 대학도서관 맞춤형 교육은 예산, 사서 수 등 도서관의 가용자원이 많을수록 더 활성화되어 있었으며, 사서의 자질 중에서는 학력, 전공 등과 같은 능력보다 봉사정신이 교육 운영 활성화에 더 영향력 있는 요소로 밝혀졌다. 본 연구결과는 대학도서관 실무자들에게 맞춤형 교육 운영과 서비스에 대한 기초정보를 제공하고, 향후 후속 연구의 토대가 되는 기반연구로 활용될 수 있을 것이다.
Abstract
The purpose of this study was to investigate the current practices of the customized bibliographic instructions (CBI) at four-year academic libraries in Korea. Among the entire 206 academic libraries, a total of 149 libraries participated in the survey. Study result shows that the libraries providing CBI was 63.1%. The findings of the study revealed the overall picture of the CBI operated in Korean academic libraries. The findings of the study suggested useful strategies to apply in adopting and operating the CBI in academic libraries in Korea.

4차 산업혁명시대에 있어 학습자는 의사소통, 논리적, 창의적 사고 등의 영역에서의 발전이 요구된다. 이에 대학도서관은 이용자들이 새로운 사회적 상황에 적합한 인재로 성장할 수 있도록 새로운 서비스들을 개발할 필요가 있다. 하브루타는 이러한 필요를 채울 수 있는 교육 접근법으로서 대학도서관이 적용가능한 방안 중 하나이다. 이에 본 연구는 하브루타의 개념 조사, 국내외 대학도서관의 하브루타 기반 서비스 사례 조사, 선행 국내 대학도서관 하브루타 기반 서비스에 대한 인터뷰를 통해 대학도서관에 적용할 수 있는 하브루타 서비스를 제안하여 하브루타에 대한 인식, 하브루타 서비스의 공간 및 콘텐츠, 하브루타 서비스의 제공 및 이용 의사에 대해 운영자와 이용자를 대상으로 설문조사를 진행하였다. 설문조사 분석 결과, 하브루타 서비스의 하브루타 주제 제공, 그룹 조직, 교재 대여, 공간 예약 간소화, 자료 공유, 동기부여 체계 영역에서 시사점을 도출하였다.
Abstract
In the Fourth Industrial Revolution, students are required to develop in areas such as communication, logic, and creative thinking. Therefore, the university libraries need to develop new services so that students can grow up to be suitable for the new social situations. Havruta is an educational approach that can meet these needs and is one of the measures the university libraries want to apply. Thus, through 1) the investigation of the concept of Havruta, 2) the case study of domestic and foreign university libraries, and 3) interview of the Havtura-based service, this study 4) proposed the Havruta service applicable to the university libraries and 5) conducted a survey of operators and users on the awareness of the Havruta service, space, and contents of the Havruta service, and the willingness of the Havruta service. Results of the survey analysis revealed implications for the areas of the Havruta service - Havruta theme, group organization, textbook rental, simplication of space reservation, data sharing and motivation system.

최근 도서관 건립과 운영의 방향은 사람들의 변화된 삶의 방식을 반영하고 지역 환경에 기반한 특성화를 통한 혁신적 공간을 제안하고 있다. 이에 이 연구에서는 A군의 한탄강 유네스코 세계지질공원 내 건립되는 (가칭)송대소도서관의 운영에 대한 목표로 복합문화시설로서의 역할, 워케이션의 성지로서 체류형 독서문화 문화공간으로 운영, A군의 랜드마크로서의 역할을 제시하였다. 운영전략으로는 (가칭)송대소도서관의 건립 타당성 확보, 운영 추진동력으로 도서관 정책 연계, 랜드스케이프 건축을 통한 지질특화도서관 운영에 따른 도서관 존재 당위성 입증을 전략으로 세웠다. 이에 따른 운영계획으로 인력, 장서, 서비스, 예산계획으로 구분하여 제시하였다.
Abstract
The directions of recent library construction and operation reflect people’s changed lifestyle and suggest innovative spaces specialized on the basis of the local environment. Hence, as the goals of the operation of (tentatively named) Songdaeso Library to be constructed within the Hantangang River UNESCO Global Geopark, this study proposes ‘acting as complex cultural facilities,’ ‘operating stay-type reading culture space which is a shrine for workcation,’ and ‘acting as the landmark of A-gun (郡, county).’ And this study works out strategies for its operation, which includes ‘securing the validity of the construction of (tentatively named) Songdaeso Library,’ ‘linking to library policy as the driving force behind its operation,’ and ‘demonstrating the necessity for the existence of the library arising from the operation of the geological specialized library through landscape architecture.’ It also presents concomitant operating plans, which are categorized into plans for manpower, library books, services, and budget.

뉴노멀 시대로 특징지어지는 현대사회가 COVID-19 팬데믹을 겪으면서 도서관에 많은 변화를 요구하였고, 도서관계는 이에 대하여 선제적으로 그리고 다각적으로 대응하였다. 본 연구는 팬데믹과 같은 새로운 환경이 사서들이 인식하는 도서관 운영정책 우선순위를 변화시킬 것이라고 보고, 2020년 팬데믹이 시작되는 시점과 2022년 팬데믹이 정점을 지난 시점에서 도서관 운영정책 중요도를 쌍대비교 분석을 통하여 파악하였고 그 차이를 비교․분석하였다. 1차 조사에서는 도서관경영, 도서관 서비스 관련 운영정책 영역을 중요하게 여겼다면, 2차 조사에서는 인적자원과 정보자원에 관련된 운영정책 영역을 보다 중요하게 인지하고 있었다. 또한, 전체 영역 상위 5위에 인적자원과 관련된 3개의 세부 운영영역과 자료구입 예산, 이용자만족도 기반의 정책이 포함되었다. 따라서 공공도서관은 새로운 패러다임에 빠르게 적응하면서도 지속가능한 도서관 서비스를 제공하기 위해서는 지속적인 인적자원에 대한 투자, 충분하고도 다양한 형태의 정보자원 구축, 그리고 이용자 맞춤 정책 수립 등을 우선적으로 수행해야 할 것이다.
Abstract
Social changes characterized by new normal also demand changes in libraries and libraries are making preemptive efforts. This study compared and analyzed the difference in librarian perceptions between the start of COVID-19 in 2020 and after experiencing the pandemic in 2022 in terms of the relative importance of library policies considered by pairwise comparative analysis. In the 1st survey, the importance of factors related to ‘Library Management’ and ‘Library Services’ was high and in the 2nd survey, the importance of factors related to ‘Human Resources’ and ‘Information Resources’ increased. This study insists that the public libraries invest in human resources and information resources and establish a user-customized policy in order to quickly adapt to the new paradigm and to provide sustainable library services.
