국가도서관통계시스템에서 요구하는 통계항목들은 이론적 견지에서 보면 도서관평가 또는 도서관운영 정책수립을 위해 필요한 데이터를 기반으로 한 항목들이라고 할 수 있다. 그러나 국가도서관통계시스템에서 요구하는 통계항목과 공공도서관현장에서 일반적으로 수집될 수 있는 통계항목들과는 차이가 있음을 알 수 있다. 따라서 공공도서관 평가로 활용되고 있는 국가도서관통계가 신뢰할 수 있는 또는 타당성이 있는 객관적 데이터인지를 알아보기 위하여, 공공도서관 현장에서 통계를 수집할 수 있는 근거자료인 도서관 업무(운영)일지의 항목들을 분석하고 아울러 통계의 자동수집이 가능한 도서관리 프로그램에 대한 공공도서관에서의 사용 현황을 조사하였다. 이 연구의 분석 자료는 향후 공공도서관 업무(운영)일지의 표준안 마련을 위한 기초 자료로 활용될 것이다.
Abstract
Statistics items required by National Library Statistics System are based on data for library evaluation and policy making of library management from a theoretical standpoint. However, It is realized there are differences between Statistics items required by National Library Statistics System and those can be collected at the field of public libraries. In accordance with this point, this paper contained an analysis of a working diary log of public libraries as a basic material able to collect data at the field of public libraries and also surveyed the present usage situation of Library Management Program able to automatically collect data to recognize that National Library Statistics is reliably or validly objective data. An analysis data of this research will be a basic material to plan the standard guide of a working diary log of public libraries from now on.

한국사회와 도서관계에 변화의 가속화가 요구되는 현 시점에서는 도서관경영을 보다 현실적 상황을 고려하여 운영하는 전략을 수립할 필요성이 있으며, 특성화사업을 통해 새로운 마케팅 기법을 적극적으로 도입할 필요가 있다. 수요를 창출하는 경영기법을 ‘마케팅’이라고 한다면 앞으로 수요가 확산될 서비스나 프로그램 중 하나가 영어독서와 영어도서관 설치에 대한 관심사라 할 수 있다. 이러한 현상을 최근 신문기사를 통해 개인, 기관 및 사교육기관 별로 정리 분석하였다. 분석결과 제시된 독서방식을 국내 도서관의 활성화 방안 중 하나로 적용하기 위하여 전통적인 자율독서프로그램을 국내 상황에 맞게 새롭게 분석, 전개하였다.
Abstract
The ideas of user oriented service wasn't a major issue in libraries in the past decade. However, from now on, our library visitors have choices in the book selection processes, and the library may not be the first choice for their information demands. Competitors such as museum, culture center, and even private reading academy are those who anticipate user demands and satisfy them before the librarians do. What may have been perceived as excellent service a few years ago is not acceptable today anymore in the library. This study reveals current situation of English library collection and their practice as a sound English learning tool for Korean students. The researcher introduces library Marketing Concept and Reading Programs as an effective management tool.

사회가 발전하면서 자원봉사는 보편화되어 가고 있으며, 공공도서관 자원봉사도 양적, 질적 증가를 보이고 있다. 이에 본 논문은 공공도서관 자원봉사의 운영과 관리 실태를 분석하고 공공도서관 자원봉사의 활성화를 도모하기 위하여, 먼저 공공도서관 자원봉사에 대한 이론적 배경을 살펴본 후, 설문조사를 통하여 현재 우리나라 공공도서관 자원봉사의 운영과 관리 실태를 기획부문, 자원봉사자 관리부문, 행정부문으로 나누어 조사하고, 이를 바탕으로 공공도서관 자원봉사의 활성화 방안과 전망을 제시함으로써 도서관 자원봉사의 운영 및 관리에 대한 이해 증진에 일조함에 그 목적이 있다.
Abstract
As the volunteer activity has become universal, volunteers of public libraries have also grown both quantitatively and qualitatively. In this context, this study builds a theoretical background on the volunteer activity of public libraries; examines the volunteer activity management of public libraries using survey method including its planning, personal management and administration; and suggests some recommendations to promote the voluntary activity of public libraries. By so doing, this study aims at enhancing our understanding on the volunteer activity management of public libraries.

본 논문에서는 우리나라의 지역간 도서관 정보격차 실태를 분석하기 위하여 한국도서관연감에 수록되어 있는 공공도서관, 대학도서관, 학교도서관의 주요지표인 인구수, 건물면적, 소장자료수, 직원수, 운영예산, 이용자수, 대출책수를 표본으로 수집하였다. 수집된 자료는 경기수도권, 강원충청권, 부산영남권, 광주호남권 등 4개 권역별로 구분하여 통계적으로 변인 상호간에 유의한 차이와 상관관계가 있는지를 평균분석과 상관분석을 이용하여 분석하였다. 분석결과 3개의 관종에서는 공공도서관이 지역별 정보격차가 가장 심한 것으로 나타났고, 다음이 학교도서관, 대학도서관 순으로 나타났으므로 정보격차 해소를 위한 정책에서는 공공도서관이 가장 우선되어야 한다. 4개 권역의 정보격차에서는 경기수도권으로 도서관정보가 집중되어 있으므로 이를 해소하기 위한 지역간 균형 있는 도서관 정보 정책이 필요하다고 할 수 있다.
Abstract
The numbers of population, areas, possessions, employees, operational budget, users, and circulated books in Korea Library Yearbook were collected for the purpose of analyzing the status of information disparity through libraries among four large regional groups in Korea in this paper. They were the main indicators of four types of libraries such as public, academic, special, and school ones. The collected data were classified into four regional groups, and were analyzed by using the comparisons of means such as t-test and ANOVA, and correlation coefficient if there is any significant differences among them or not.

본 연구는 전국적으로 공공도서관 디지털자료실 구축사업이 완료된 이후 약 5년이 경과한 현 시점에서 디지털자료실의 운영 현황을 조사․분석한 결과를 토대로 향후 디지털 자료실의 활성화와 효율적인 운영 방안을 모색해 보았다. 그 결과, 무엇보다도 인프라 측면의 보완 및 개선이 가장 시급한 것으로 드러났다. 또한 공공도서관 디지털자료실의 향후 운영 방안으로는 크게 디지털자료실 통합운영체계 구축과 디지털자료실 기능 다변화를 추진하여야 한다. 먼저 공공도서관 디지털자료실의 운영실태 조사 내용과 활성화 전략을 다각도로 검토한 결과, 현 시점에서는 디지털자료실에서 가능한 부문을 위주로 최대한 통합하여 운영하는 것이 최선의 대안이 될 수 있다. 다음으로 공공도서관 디지털자료실의 기능 다변화는 기존의 디지털자료실 기능에 다양한 유형의 원자료 및 전용 어플리케이션을 활용한 정보의 제작뿐만 아니라 교육 기능, 참고정보서비스 기능, 온라인/오프라인 커뮤니티 형성 및 정보공유 활성화 기능 등을 추가 또는 강화하여 효율적으로 추진할 수 있다. 이를 통해 향후 공공도서관 디지털자료실은 단순한 인터넷 정보의 접근 및 이용을 위한 장소에서 사서와 이용자, 이용자와 이용자간 커뮤니케이션의 활성화는 물론 정보나 지식의 공유 및 협력활동을 위한 온라인/오프라인 공간으로 발전되어야 할 것이다.
Abstract
The purpose of this study is to find methods for utilizing digital room in public library and its efficient operation by analyzing the status quo of the digital rooms in public libraries, which had been built nation-widely about 5 years ago. It is found that it is urgent to supplement and improve the infrastructure of them. It is also required to build multi-functional digital rooms and an integrated operational system for digital rooms. Implementation of an integrated operational system, first of all, for applicable sections of digital room may be the best alternative. The multi-functional digital rooms can be built, which, in addition to its traditional function, can include a variety of original information resources and function of information creation using application programs, as well as functions such as education, information services, online/offline community creation, and activating information sharing. In the future, the digital rooms in public libraries must play a significant role as online/offline spaces, which are not the places for use and access to internet information resource, but for information/knowledge sharing and collaborative activities. It also must provide a communication channel between librarians and users as well as among users themselves.

디지털도서관은 통합관리를 위해 정보기술의 표준화 모델인 아키텍처와 거버넌스를 도입하고 있으며, 도서관의 체계적인 정보기술 거버넌스는 도서관의 정보기술과 업무 부문의 효과적인 융합으로 통합적인 조직의 전략 및 목표를 개발하고, 추진하여 관리하는 조직 기능이라 할 수 있다. 이러한 맥락에서, 본 연구의 목적은 도서관 조직 내의 정보기술 및 업무 관련 사회연결망 구조를 통해 도서관의 통합적 관리․운영을 위한 전략적 연계의 사회적 자본에 대한 분석 모델을 제시하는 데 있다. 전략적 연계를 위한 사회적 자본의 분석 모형은 첫째, 인적자원의 특성을 통한 전체 사회연결망 분석으로 둘째, 1) 커뮤니케이션 2) 경쟁력 및 가치 3) 거버넌스 4) 파트너쉽 5) 범위와 아키텍처 6) 역량의 전략적 연계 요소 분석으로 셋째, 전략적 통합성 및 기능적 통합성의 전략 적 연계 분석으로 설계하였다. 이러한 세 가지 사회적 자본은 사회연결망 분석 이론의 연결성, 중심성, 관계성으로 평가된다.
Abstract
This research applied the concepts of IT architecture and IT governance for managing with an integrated computing environment and organized structure, which base a digital library’s management and operation. It also aims to analyze the structural system between information technology of human resources and strategy alignment elements of business, which both constitute the core content. Social network analysis software was used to investigate the complicated relationship between IT and business-related strategy alignment elements. The following is the results of carrying out this research on the social network structure and features of strategy alignment elements for a digital library. First, analysis indexes for strategy alignment elements and social network of a digital library were developed. Second, an analysis model was designed based on the analysis index for social network as to strategy alignment elements. Analysis model was appraised by collecting social network datasets for such strategy alignment elements as Communications, Competency and Value, Governance, Partnership, Scope and Architecture, and Skills against the Business strategy, Information strategy, Business and Technology of a digital library. As for the content of analysis, social network structure and specific features were analyzed in relation to a digital library’s (1) General social network, (2) Structure of strategy alignment elements, (3) Strategy fit and Functional integration.

국사편찬위원회는 역사 연구의 자료가 되는 기록인 사료의 중심 수집기관으로 사료조사수집 활동을 통한 성과물을 이용자에게 제공하기 위한 수집사료 관리시스템을 개발하고 있다. 사료는 기록물의 특성을 가지고 있어 출처주의, 계층목록과 같은 기록물관리체계를 따르지만 실제 업무흐름은 도서관업무와 유사하다. 국편이 목표로 하는 수집사료 관리시스템은 전자사료관시스템과 전자도서관시스템의 통합된 형태가 된다. 본 연구는 국사편찬위원회의 사례를 중심으로 수집사료 관리시스템의 개발과 시스템의 성공적인 운영을 위해 고려해야 할 사항들을 제안하고 있다.
Abstract
National Institue of Korean History(NIKH) is the major collecting organization of manuscripts, records for historical research and develops a Collecting Manuscripts Management System. Manuscripts description conforms to records management system, such as provenance information and hierarchical catalog records and business process observes library management system because it is not the public records. Goal system is integrated system containing both. This study proposes development of Collecting Historical Manuscripts Management System in the NIKH and the aspects to achieve successful system operation.
