최근 대학도서관은 물리적 장소로서 전통적인 도서관의 역할과 전자자원을 효율적으로 서비스 할 수 있는 가상도서관의 역할을 모두 수행해야 할 도전에 직면해 있다. 이에 대학도서관은 위기와 기회를 동시에 내포하고 있는 대학도서관의 미래를 적극적으로 설계하는 도구로서 전략적 계획을 수립하는 것이 필요하다. 본 연구는 미국, 영국, 캐나다, 호주 대학도서관의 전략적 계획의 실행 문서를 비교, 분석하여 그 내용을 형식적 요소와 내용적 요소로 구분하고 전략적 계획 문서에 포함되어야 할 최소한의 요소를 권고하였다. 아울러 UMI, OULS, UBCL, USL 등 선진 대학도서관의 최근 전략적 계획 문서의 사례를 통하여 사명과 비전, 전략 등의 내용을 구체적으로 제시하였다. 궁극적으로 본 연구는 아직 전략적 계획의 작성이 일반화되지 않은 우리나라 대학도서관에 전략적 계획 수립을 위한 방향 제시와 기초 자료를 제공하고자 하였다.
Abstract
University libraries have been facing challenges to accomplish both roles of traditional libraries as physical places and virtual libraries which service electronic resources effectively. University libraries need to establish a strategic plan as a positive tool for designing the future of university libraries addressing threats and opportunities at the same time. This study suggested the core elements be involved in strategic plans of university libraries through comparatively analyzing the actual documents of strategic plans of academic libraries in America, England, Canada and Australia. These strategic plans were divided into formal elements and content elements. In addition, this study presented the latest strategic plans of academic libraries such as UMI, OULS, UBCL, and USL. As a result of research, this study provided the directions and basic materials in order to establish strategic planning at university libraries in Korea.

도서관, 기록관과 박물관은 인류의 문화유산을 수집하여 정리함으로써 당대의 인류가 이용할 수 있도록 지원하고, 잘 보관하였다가 후대의 인류에게 전승한다는 공통의 사명을 갖고 있다. 이들 문화유산기관은 간행물과 기록물, 3차원 객체 등 상이한 컬렉션 수집의 전통을 기반으로 분화와 전문화를 거듭하며 발전하여 왔다. 그러나 디지털 환경은 이러한 구분이 더 이상 큰 의미를 갖지 않는 시대를 예고하고 있다. 이 연구는 문헌연구와 집단면담을 통해 도서관, 기록관과 박물관의 차이점과 공통점을 고찰함으로써 우리나라의 문화유산기관 간 협력의 필요성과 가능성을 밝히고자 하는 목적으로 수행되었다. 디지털 큐레이션과 디지털 보존 등 원래의 사명을 달성하기 위해서는 반드시 수행해야 할 새로운 책무에 대해서도 논의하였다.
Abstract
Libraries, archives and museums share the common mission of collecting and providing access to cultural heritage for the use of both current and future generations. Although the evolution of these cultural heritage institutions have taken place separately, distinguishing publications, records and 3-dimensional objects, it is expected that the pervasive digital environment will not allow the distinction remain effective for long. The present study aims at exploring commonalities and differences of the cultural heritage institutions and illuminating the necessities and possibilities of collaboration among them.

이 연구는 국가기록원의 기록정보서비스 전략계획의 방향을 제안하기 위한 것이다. 이를 위해 첫째, 영국과 미국 국가보존기록관을 사례로 기록정보서비스를 위한 전략계획의 수립 구조, 주요내용, 전략의 원칙 등을 분석한 후 이를 토대로 세부 전략을 범주화하였다. 둘째, 사례 연구 및 국내 환경을 고려하여, 국가기록원 기록정보서비스의 전략목표를 제시하였고, 각 목표별로 실행전략을 제안하였다. 아울러 서비스전략을 실행할 때 고려해야 할 기본 원칙을 함께 제안하였다. 셋째, 전략 목표 및 세부전략별로 국가기록원의 서비스를 평가하고, 실행전략 수립 시 중점적으로 고려해야 할 원칙들을 제시하였다.
Abstract
This is a preliminary study to suggest the directions of strategic planning for archival information services in the National Archives of Korea(NAK). It has three parts. Firstly, it articulates the concept and the process of strategic planning and analyses the archival service strategies for NARA(US) and TNA(UK). Secondly, regarding our conditions, it suggests strategic goals, action plans and principles for the archival information services of NAK. Thirdly, it evaluates the current archival information services of NAK based on the suggested goals and plans and points out the aspects that is to be more strengthened to achieve these goals.

북아이오와주립 대학도서관은 우수한 교양 커리큘럼을 지원하는 개별화 학습 환경과 다양한 지적, 문화적 커뮤니티를 지원하는 것을 사명으로 하고 있다. 1987년부터 전략적 계획을 수립하기 시작하여 현재 5년 단위로 전략적 계획을 수립하고 있으며, 최근 전략이 어느 정도 달성되고 있는가에 대한 성과측정의 필요성이 제기되었다. 이에 본 연구는 북아이오와주립 대학도서관의 최근 전략적 계획 2004-2009의 내용을 분석하여 전략을 균형성과표의 네 관점으로 전환하는 BSC 모형과 전략지도를 개발하였다. 이와 함께 각 관점별 전략적 목적을 측정하는 핵심성과측정지표와 이를 이끄는 동인들의 인과관계 모형을 개발하여 제시하였다.
Abstract
The University of Northern Iowa Rod Library has mission statement that a personalized learning environment founded on the strong liberal arts curriculum and to supporting an intellectually and culturally diverse community. The Rod Library has been developing the strategic plans by 5 years since 1987. Recently, the strategy has been faced need to measure of performance how much does make it up. This study developed the BSC model and the strategy map that analyze the strategic plan 2004-2009 of the University of Northern Iowa Rod library and transfer the strategy into the four perspectives of BSC. In addition, this study presented the success performance indicators measuring the strategic goals of each perspectives and the cause-effect model driving the lead indicators of performance.

본 연구는 충북대표도서관의 건립 기본계획 수립을 위한 기초연구이다. 이를 위해 본 연구에서는 충청북도의 지역 여건을 조사하고, 전국 공공도서관과 주요 대표도서관의 소장 자료 현황, 이용 현황, 직원 수, 프로그램 현황 등을 분석하였다. 이를 토대로 SWOT 분석을 실시하여 충북대표도서관의 건립 기본계획을 위한 비전과 목표, 추진전략을 도출하였다. 연구 결과를 기반으로 충북대표도서관이 수행해야 하는 사명은 “지식과 문화의 교차로, 도민의 삶과 동행하며 함께 성장하는 도서관”으로 제시하였다.
Abstract
This study is a foundational research for establishing the basic plan of the Chungcheongbuk-do Central Library. The research investigates the regional conditions of Chungcheongbuk-do and the status of collections, usage, staff, and programs of public libraries nationwide and major representative libraries. Based on this, a SWOT analysis was conducted to derive the vision, goals, and implementation strategies for establishing the basic plan of the Chungcheongbuk-do Central Library. Based on the research findings, the mission of the Chungcheongbuk-do Central Library is presented as “The library that grows alongside the lives of local residents, intersecting knowledge and culture.”

본 연구는 공공도서관 사서의 전문직성에 대한 공공도서관 사서와 도서관 이용대상자 간의 인식 차이 및 실태를 브랜딩 및 브랜드 커뮤니케이션 관점에서 파악하는 것을 목적으로 한다. 이를 위해 본 연구에서는 공공도서관 사서와 도서관 이용대상자를 대상으로 설문조사를 통한 통계적 분석을 실시하였다. 분석 결과, 공공도서관 및 공공도서관 사서 전문직 특성, 전문직으로서의 공공도서관 사서 각각의 브랜드에 대해 공공도서관 사서와 도서관 이용대상자 간의 브랜드 커뮤니케이션은 활발하지 않은 것으로 판단된다. 따라서 브랜드 커뮤니케이션의 개선을 위해 도서관 이용대상자를 대상으로 한 공공도서관 및 사서의 직업윤리, 사회적 사명감, 개인적 신념 특성 보유와 관련된 외부 브랜딩과 사서를 대상으로 한 전문직으로서의 사서 및 업무 몰입도, 전문성 특성 보유와 관련된 내부 브랜딩의 필요성을 제안하였다.
Abstract
This study attempts to investigate the perception of professionalism of librarians in public libraries and difference in that regard between librarians and library users in terms of branding and brand communication. To achieve this goal, a series of statistical analysis was conducted using a questionnaire survey of librarians in public libraries and library users. The results showed that brand communication between public librarians and library users is inactivated for each element. Therefore, they need external branding that relates to the public libraries and librarians characteristics in professionalism for library users and internal branding that relates to librarian’s professionalism and the expertise of librarians so as to improve brand communication further.

본 연구는 영유아 도서의 자료조직 실태를 파악하기 위하여 J시에 소재한 8개 시립도서관 영유아실을 대상으로 자료조직 현황과 문제점을 분석하고 이를 토대로 개선방안을 제시하였다. 조사방법은 분석대상 도서관의 어린이실 담당 사서 8명, 영유아실을 방문한 부모 25명을 대상으로 인터뷰를 실시하였다. 조사 결과, 모든 도서관에서 KDC를 적용하여 분류하고 있었으나 배가는 분류체계와는 달리 출판사명의 자모순 배가를 실시하고 있었다. 이러한 출판사별 배가 방식은 사서 측면에서는 정리의 편리성이 높은 것으로 평가되었으나 이용자들은 분류체계와 배가의 이원화로 인해 자료 검색의 어려움을 겪고 있는 것으로 조사되었다. 또한, 온라인검색목록시스템의 검색 결과에 도서 위치에 대한 정확하고 충분한 정보가 제공되지 않는 경우가 많았다. 이러한 결과를 바탕으로 본 연구는 (1) KDC를 유지하되 배가 방식을 청구기호 순으로 전환하는 방안과 (2) 새로운 영유아용 분류표를 개발하는 두 가지 개선방안을 제안하였다.
Abstract
With a purpose of investigating the current status of resource organization for infants and young children’s resources, this study examined 8 municipal libraries in J city and suggested recommendations for improvements. To do that, interviews were conducted with 8 children’s librarians and 25 users, who were parents visiting the libraries. All libraries examined were using KDC to classify young children’s resources, but books were shelved by the alphabetic order of publishers’ names. This arrangement strategy was regarded very convenient in re-shelving materials from the perspective of librarians, but users had difficulties in finding books because of the separation of the classification system and the arrangement system. Also, the online public cataloging system did not provide accurate and sufficient information to locate a book. Based on the results, this study suggested two ways for improvements: (1) classifying and arranging books by KDC, (2) developing a new classification system customized to infants and young children.

대학도서관 발전계획은 외부적으로는 도서관의 역할과 발전 방향에 대한 명시적인 선언이자 내부적으로는 도서관 서비스 제공을 위한 지침으로 기능한다는 점에서 중요한 의미를 지닌다. 발전계획 수립을 위해서는 국제적, 국가적 환경에 대한 이해, 개별 대학과 대학구성원에 대한 이해가 요구된다. 본 연구는 대학도서관과 관련된 국제 환경의 추세를 파악하기 위하여 해외 대학도서관 발전계획 사례를 조사하고, 내용분석과 네트워크 분석을 통해 그 동향을 파악하였다. 그 결과, 대부분의 해외 대학도서관에서는 ‘협업’, ‘컬렉션 개발 및 구축’, ‘연구지원’이라는 키워드를 주축으로 다양한 전략과 세부 계획을 제시하고 있는 것으로 나타났다. 이에 본 연구에서는 향후 대학도서관 발전계획 수립 시 고려해야 하는 사항으로, 발전계획 내 대학도서관의 사명과 비전, 가치의 구체적 명시, 문화적 다양성성과 형평성, 포용성 등의 핵심가치의 중요성 인식, 대학도서관 내외부의 파트너십 및 협업의 중요성 인식, 경영 목적 달성의 도구로서 대학도서관 발전계획의 활용을 제시하였다.
Abstract
The academic library development plan has external importance as it explicitly declares the library’s role and development direction. Internally, it is also a library service guideline. To develop the development plan, libraries must understand the trends and needs of international, national, and affiliating universities and their constituents. Accordingly, this research includes case, content, and network analyses of foreign academic libraries’ development plans to identify the trends. The analysis results show most foreign academic libraries employed various strategies and plans, which can be characterized as ‘collaboration,’ ‘collection development,’ and ‘research support.’ Consequently, we propose the following factors to consider when developing an academic library development plan: specification of mission, vision, and core values; recognition of core values such as diversity, equity, and inclusion; awareness of the significance of collaboration and partnership with other units within the universities and external organizations; and utilization of university library development plans as tools for achieving management objectives.
