초록
본 연구는 국회도서관 자료보존관의 특성화 서비스로서 지방의회 정보서비스 운영방안을 제시하고자 하였다. 이를 위해 국내․외 주요 국가의회도서관, 지방자치단체 의회도서관, 사회과학분야 전문도서관 정보서비스 사례를 조사․분석하였다. 분석결과를 토대로 시사점을 도출하였으며, 최종적으로 지방의회 정보서비스 운영방안으로서 의정자료 공유체제 강화를 통한 자료제공 서비스, 지방의회 대상의 의회정보회답 서비스, 주제별 가이드 및 교육 프로그램 개발을 제안하였다.
Abstract
This study was intended to propose a plan for the operation of the local assembly information services as a service for the specialized service of the National Assembly Library’s depository library. To that end, the information services of the national assembly libraries, the local assembly libraries, and the social science libraries were investigated and analyzed. We drew the implications based on the results of the analysis and finally developed the operational strategies such as the strengthening the data sharing system for the local council, the assembly information reply service for local councils and the information literacy program for users.

오늘날 초고속통신망의 구축과 인터넷의 확산으로 인한 정보화의 급격한 진행은 국회도서관의 의회정보서비스에도 많은 변화를 초래하였다. 같은 맥락에서 의회정보서비스도 이용자들의 정보요구와 변화에 부응하여 이용자들이 만족하는 정보서비스를 제공하여야 한다. 이에 본 연구는 우리나라 국회도서관 의회정보서비스 이용자 만족도를 제고시키기 위한 방안을 고찰하고 이용자가 만족하는 도서관 서비스 방안을 모색하고자 한다. 이를 위하여 본 연구는 국회에 소속되어 있는 국회의원 및 보좌진을 대상으로 국회도서관 의회정보서비스에 대한 이용자들의 만족도 조사를 실시하였으며, 설문조사를 바탕으로 의회정보서비스 의견을 수렴하고 이를 분석․반영하여 이용, 홍보, 만족도 등 국회도서관 의회정보서비스의 개선 방향을 제시하였다.
Abstract
The construction of an information super highway and diffusion of the internet brings about a lot of changes in the Legislative Information Services of the National Assembly Library. In the same vein, Legislative Information Services should provide information services which satisfy users according to their information needs and the changes. In light of that, this study aims at enhancing users' satisfaction and suggesting information services for the Legislative Information Services of the National Assembly Library. Accordingly, this study surveys assemblymen and their assistants of satisfaction in Legislative Information Services and suggests some recommendations for improvement based on the survey results.

이 글은 한국 국회기록의 인터넷 정보서비스의 개선 방안을 고찰함으로써 공공기록의 인터넷 정보서비스 정책 수립에 필요한 기본적인 요건을 제시해 보려는 것이다. 이를 위해 기록관리학에서의 정보서비스 이론과 외국의회의 사례를 분석하였다. 분석의 결과, 국회기록 인터넷 정보서비스의 개선방안으로서, 접근정책의 수립, 정보서비스 프로그램의 개선, 이용자와의 의사소통의 활성화라고 하는 세 가지 과제를 제시하였다.
Abstract
This study aims at the fundamental factors needed to make the policy for internet reference service of public records were presented, considering the methods for improvement of internet reference service of national assembly records. For this purpose, reference service theory of recorded informations and examples of foreign congress reference services were analyzed. From the result of analysis, three tasks were proposed as an improvement plan for internet reference services of national assembly records; establishment of access policy, improvement of reference service programs, and activation of communication with users.

본 연구에서는 미국 도서관에서 행해지고 있는 실시간 정보서비스를 소개하고 13개 도서관을 대상으로 현황조사를 분석하였다. 그 결과 도서관에서 사용된 소프트웨어로는 AOL Instant Messenger, Conference Room from WebMaster, LivePerson 등의 순이었으며 이용시간대는 주로 일반 참고봉사 업무시간과 비슷한 곳이 많았고 이용자는 주로 해당대학 및 회원기관의 학생 및 교직원, 졸업생들로 제한하고 있으며 일부 도서관에서는 특별한 제한 없이 사용가능하였다. 또한 이 연구에서는 미국 의회도서관 실시간 참고서비스를 실제로 이용한 결과 즉각적인 해답을 얻을 수 있고, 사서와 인터액티브 방식으로 서비스를 하기 때문에 참고서비스를 효율적으로 할 수 있는 것으로 나타났다.
Abstract
This paper outlines the concept of real time reference service(RTRS). Then, it analyzes real time reference service in the 13 libraries for effective reference service. As a result, the most used software was AOL instant Messenger, followed by Conference Room from WebMaster, and LivePerson. Hours of service was generally same as reference desk hours. The users were Students, faculty, staff, and alumni, This study also demonstrated how the RTRS in LC works. The results showed that real time reference was able to response to patrons quickly for reference questions with interactive method.

본 연구는 복합적인 주제 영역인 이민정책에 관한 다양한 정보를 효과적으로 조직하고 최적의 정보 서비스를 제공할 수 있는 분류표를 개발하기 위해 관련 문헌 연구와 다양한 문헌분류표를 조사하였다. 먼저, 문헌 연구를 통해 이민정책의 학문적 개념과 범주를 정의하고, 이를 바탕으로 핵심 주제 영역을 선정하였다. 다음으로, 듀이십진분류표, 미의회도서관분류표, 한국십진분류표, 국제십진분류표에서 이민정책 분야의 구조와 전개 항목, 특성을 비교 분석하였다. 그리고 이들 분류표 중 전 세계적으로 가장 많이 사용하고 있으며, 정기적으로 개정되고 있는 DDC 23판을 바탕으로 이민정책 분야를 수정 전개하기 위한 설계 원칙과 본표, 보조표를 제안하였다. 수정 전개된 듀이십진분류표는 이민정책을 다루는 주요 분야에 적용될 수 있으며, 이민 정책 관련 전문 연구기관이나 도서관에서 소장 자료를 효과적으로 분류하고 조직하며 이민정책 전문 정보를 통합 관리하기 위한 기초 자료로 활용될 것이다.
Abstract
This study investigated and analyzed various library classification systems and related literature in order to suggest some modifications and expansion of the Dewey Decimal Classification, the 23rd edition (DDC 23) in the area of immigration policy - an interdis- ciplinary subject - for the best information organization and services. First of all, definitions and scopes of the immigration policy were dealt with and then primary subject areas of it were selected. And then, DDC, Library of Congress Classification, Korean Decimal Classification, and Universal Decimal Classification were compared and analyzed according to the structures, headings and characteristics. Finally, modified classification schedules in immigration policy of the DDC 23 - the most frequently used one with an regular revision was proposed with their principles and main schedules with an auxiliary table. It can be used for an effective information organization in immigration policy area and it will be useful for many libraries and research institutes on immigration policy.
