최근 대학도서관은 물리적 장소로서 전통적인 도서관의 역할과 전자자원을 효율적으로 서비스 할 수 있는 가상도서관의 역할을 모두 수행해야 할 도전에 직면해 있다. 이에 대학도서관은 위기와 기회를 동시에 내포하고 있는 대학도서관의 미래를 적극적으로 설계하는 도구로서 전략적 계획을 수립하는 것이 필요하다. 본 연구는 미국, 영국, 캐나다, 호주 대학도서관의 전략적 계획의 실행 문서를 비교, 분석하여 그 내용을 형식적 요소와 내용적 요소로 구분하고 전략적 계획 문서에 포함되어야 할 최소한의 요소를 권고하였다. 아울러 UMI, OULS, UBCL, USL 등 선진 대학도서관의 최근 전략적 계획 문서의 사례를 통하여 사명과 비전, 전략 등의 내용을 구체적으로 제시하였다. 궁극적으로 본 연구는 아직 전략적 계획의 작성이 일반화되지 않은 우리나라 대학도서관에 전략적 계획 수립을 위한 방향 제시와 기초 자료를 제공하고자 하였다.
Abstract
University libraries have been facing challenges to accomplish both roles of traditional libraries as physical places and virtual libraries which service electronic resources effectively. University libraries need to establish a strategic plan as a positive tool for designing the future of university libraries addressing threats and opportunities at the same time. This study suggested the core elements be involved in strategic plans of university libraries through comparatively analyzing the actual documents of strategic plans of academic libraries in America, England, Canada and Australia. These strategic plans were divided into formal elements and content elements. In addition, this study presented the latest strategic plans of academic libraries such as UMI, OULS, UBCL, and USL. As a result of research, this study provided the directions and basic materials in order to establish strategic planning at university libraries in Korea.
초록
비영리 조직인 도서관에서 정보화가 차지하는 비중이 점차 증대됨에 따라 시스템에 대한 감리와 통제만으로 지식정보자원관리를 조직의 경영목표에 적합하도록 유지하는 것이 어렵게 되었다. 그러므로 조직의 종합적인 경영체제 내에서 전체 경영활동과 통합되고 융화될 수 있도록 정보화 경영시스템의 적용이 필요하다. 도서관에서도 조직의 전략적 측면이나 사회 ·경제적인 요구들을 포함하는 포괄적인 문제를 고려하여 지식정보화 촉진과 경영혁신을 추구해야 한다. 본 연구는 모든 도서관에 적용할 수 있는 표준화된 규격으로 정보화경영시스템의 적용을 검토하였다. 이를 위해 지금가지 다양하게 개발된 도서관 성과지표와 정보화경영시스템의 수준평가표를 비교, 분석 하였으며, 도서관은 정보화경영시스템 도입을 통하여 조직의 효율성과 이용자 만족을 제고하고 나아가 국가경쟁력을 향상시킬 수 있게 될 것이다.
Abstract
According to increase share ratio of information on library be unable bring to maintain knowledge and information resource management for information audit and control on management vision in non-profit organization. Application of information management system was necessary to the systems integration and total management activity in total management system of organization. Library must be to investigate knowledge and information promotion and management innovation needs to consider to gather into a bundle problems to include social and economic requirements. This research be able to adaption all library standardization rule review adapt ability of information management system through the analysis compared to various developed performance indicator for library and level evaluation indicator for information management system. Library will be expanse efficiency of organization, satisfaction of users and level up the National competition through the adaptation of information management system.
